Executive Team

Bill Tracey founded TRAC Builders in 1995 and continues to lead the firm as CEO. He oversees corporate strategy, financial management, and talent development – driving the company’s growth through a commitment to quality, integrity, and people. Bill is an active member of the American Institute of Architects and the Construction Specification Institute, and serves on the Board of Directors at Bradley Hospital. He holds a B.S. in Construction Management from Roger Williams University and multiple contractor licenses across New England.

As Chief Operations Officer, Nelson Ferreira has been a driving force at TRAC Builders for over 15 years. With a background in information technology and building automation systems, he leads the firm’s operational processes, quality control efforts, and technology integration. Nelson also oversees staff training and development – ensuring TRAC’s team remains on the leading edge of construction practices. He is a licensed contractor in Rhode Island and Massachusetts, a John Maxwell Certified Gold Leader, and an active member of several regional industry boards and associations.

As Vice President of Pre-Construction & Development, James brings more than two decades of construction leadership experience to TRAC Builders. With a background spanning life sciences, technology, commercial, institutional, and large-scale residential projects, he provides strategic oversight from concept through construction. James’s expertise lies in preconstruction planning, design feasibility, cost analysis, and risk management, ensuring that every project begins with a strong, informed foundation. Having advanced from the field to executive leadership, he is deeply committed to collaboration, technical excellence, and building lasting relationships with clients, developers, and project partners.

Jay Crowe joined TRAC Builders in 2023 and quickly became a driving force in strengthening the company’s safety culture and workforce development. As Director of HR & Safety, he combines his background in occupational safety and business management with a hands-on, people-first approach. Jay holds a Bachelor’s in Occupational Safety & Health from Columbia Southern University and is currently pursuing his Master’s with a focus in Human Resources. A Certified Safety Professional (CSP) and OSHA-authorized trainer, Jay is committed to eliminating jobsite hazards, improving operating procedures, and equipping the TRAC team with the knowledge and training to stay safe and thrive.

As Production and Project Manager at TRAC Builders, Josh Conroy brings deep industry experience and a global perspective to project execution. With a background in industrial safety and project supervision, Josh plays a key role in process management and scheduling – ensuring every project runs smoothly from start to finish. Since joining TRAC in 2023, he has been instrumental in advancing self-performance efforts and fostering strong collaboration among owners, design teams, and subcontractors. Josh holds a Master’s in Emergency Management and a Bachelor’s in Marine Safety & Environmental Protection from Massachusetts Maritime Academy, along with an Unrestricted Massachusetts Construction Supervisor License.

As Project Executive, Philip Cox brings strategic oversight and operational leadership to every phase of construction. He plays a key role in developing project plans, organizing resources, and ensuring that each job is delivered on time, on budget, and to specification. Philip leads contract development and compliance for both owners and subcontractors, while also evaluating team performance to support continuous improvement. With a strong focus on quality control and process enhancement, he is committed to upholding TRAC’s standards of excellence across all projects.
Estimating

Randy Jirsa serves as Director of Estimating at TRAC Builders, bringing over 25 years of industry experience and more than 15 years of focused expertise in preconstruction and cost analysis. Since joining TRAC in 2022, Randy’s entrepreneurial approach and strategic mindset have played a key role in securing competitive project awards. His background spans rehabilitation, structural work, and ground-up construction – allowing him to develop precise estimates and bids that align with project goals and client priorities. Randy holds degrees in both Construction Management and Accounting & Business Management, bringing technical and financial insight to every opportunity.

Michael O’Connell joined TRAC in May 2022, bringing decades of construction and estimating experience to the team. He has contributed to bids on notable projects, including Alewife Parking Garage, Barnstable Airport, the Tabernacle at Oak Bluffs Renovation, and the MBTA Arborway Bus Facility. Michael’s extensive background includes roles as a project manager, general contractor, and quality control specialist, with experience managing projects ranging from municipal facilities to commercial developments. He holds a Bachelor of Science in Civil and Environmental Engineering from the University of Rhode Island and maintains an unrestricted Massachusetts Builder’s License. Michael is an active member of the Associated Builders and Contractors, Rhode Island Builders Association, and the Society of American Military Engineers.

Katelyn Martin is an Estimator at TRAC Builders, supporting the firm’s preconstruction efforts through detailed cost analysis, quantity takeoffs, and subcontractor coordination. She plays a key role in helping project teams develop accurate budgets and pricing strategies, ensuring projects are thoughtfully planned and positioned for success from the outset. Katelyn holds a Bachelor of Science in Construction Management and an Associate degree in Architectural Engineering from Vermont Technical College. Her academic background, combined with hands-on industry experience, provides her with a strong understanding of construction systems, materials, and project delivery. She is OSHA 30 certified and an ACI Certified Concrete Field Testing Technician, reflecting her technical knowledge and commitment to quality in construction practices. Katelyn brings strong attention to detail, organization, and a collaborative mindset to TRAC’s growing preconstruction team.
Project Management

Erik Swenson brings over 20 years of construction industry experience to TRAC Builders. Having worked with reputable general contractors on projects totaling more than $400 million, Erik’s expertise enables him to manage complex projects efficiently from planning through completion. Since joining TRAC, he has been focused on elevating the project management team by enhancing processes, driving innovation, and supporting the company’s continued growth. Erik holds a Bachelor of Science in Construction Management from Wentworth Institute of Technology and an Associate Degree in Architectural Engineering Technology. He is OSHA 30 certified and HILTI Firestop Systems certified.

Steve McCarthy brings over a decade of experience managing residential and mixed-use construction projects throughout Massachusetts to his role as Project Manager at TRAC. His project portfolio includes large-scale condominium communities, apartment complexes, and adaptive reuse of historic properties. Steve is known for providing comprehensive project leadership from permitting, buyouts, and value engineering to contract management, RFIs, scheduling, and on-site coordination. His work demonstrates not only technical expertise but also a commitment to meeting budget and schedule goals while maintaining quality and client satisfaction.

Patrick Manning joined TRAC in 2025 as a Project Manager and brings over 15 years of experience leading complex commercial, life science, infrastructure, and telecommunications projects. With a background in structural engineering and a career rooted in both field execution and design-phase coordination, Patrick has managed multimillion-dollar efforts for clients including AstraZeneca, Eversource, and Moderna. His expertise spans permitting, procurement, cost control, scheduling, and client engagement, from early concept through closeout. At TRAC, he is contributing to the Martha’s Vineyard Airport Terminal Renovation. Patrick holds a Bachelor of Engineering in Structural Engineering from Cork Institute of Technology and is highly skilled in construction management software, scheduling, and document control systems.

Carmen Warner has been with TRAC Builders since 2016, bringing more than 30 years of architectural and construction administration experience to her role. Her expertise spans historic preservation, adaptive reuse, mixed-use developments, residential, and affordable housing projects. Carmen has played a key role on several of TRAC’s major projects, including Paragon Mill Apartments, Crossroads Rhode Island’s Family Housing and Summer Street Apartments, Nathanael Greene Elementary School, and Westerly Community Credit Union. Carmen is a Certified Construction Contract Administrator (CCCA) and a Construction Documentation Technologist (CDT), with professional affiliations that include the American Institute of Architects (International Associate), the Construction Specifications Institute, ACE Mentoring, and the National Association of Women in Construction. Her award-winning portfolio includes the Providence Preservation Society’s Rehabilitation Award and multiple AIA RI Merit Awards for her work on The Arcade Micro Lofts and Lila Delman Real Estate. Carmen holds a Bachelor’s Degree and professional degree in Architecture from Universidad Femenina del Sagrado Corazón.

Josh Treeful joined TRAC in 2022, bringing specialized expertise in quality assurance and quality control to the team. Certified by the U.S. Army Corps of Engineers for Construction Quality Management and NAVFAC, Josh is skilled in overseeing material inspections, documentation, and communication with subcontractors and clients. He is proficient with industry-standard software, including Procore and E-Builder, and is qualified to perform Control Manager duties within TRAC’s quality program. Josh holds a Bachelor of Science in Construction Management with a minor in Business from Roger Williams University, where he gained practical, hands-on experience in quality control processes such as concrete testing and sieve analysis. At TRAC, he has contributed to projects including Carlson Crossing West, Paragon Mills, and Summer Street Apartments.

Benjamin Fratello joined TRAC Builders in 2025 and has contributed to the Brookline Fire Stations 1 & 4 project. He holds a Bachelor of Science in Mechanical Engineering with a minor in Business Management from Merrimack College and has passed the FE exam. Benjamin brings a strong technical background combined with practical construction experience, including managing submittals, RFIs, BIM coordination, and project closeout processes. His previous roles as Assistant Project Manager at Veterans Development Corporation and B.W. Kennedy Company equipped him with skills in subcontractor coordination, field management, and client invoicing. Benjamin’s technical proficiency spans AutoCAD, SolidWorks, Procore, Navisworks, and multiple project management software platforms.
Project Superintendants

Wayne Barber brings over two decades of construction experience to his role as Senior Superintendent at TRAC Builders, where he has been a key team member since 2012. He specializes in managing complex site operations and has led successful projects in the healthcare, education, retail, and public sectors—including the Pearl Elm Municipal Garage, Bryan Building, Lifespan’s Davol Building, and Summer Street Apartments. Wayne is OSHA 30 certified and holds an Unrestricted Massachusetts Construction Supervisor License, along with multiple safety certifications in hoisting, confined space, aerial lift operation, fire stop systems, scaffolding, and CPR.

Neil Dooney joined TRAC Builders in 2025, bringing over 25 years of experience in construction management. He has led complex projects across affordable housing, health sciences, education, multifamily, and corporate interiors, including work on Rosebrook Commons. Neil earned a Bachelor of Science in Economics from the University of Vermont and completed a 4-year apprenticeship through the New England Carpenters Union. He holds an Unrestricted Massachusetts Construction Supervisor License and is OSHA 30 certified, with additional certifications in lead safety, hot work, and CPR/AED.

Ryan Bliven has been with TRAC Builders since 2016, bringing over a decade of experience in field operations and site supervision. His background spans both ground-up construction and interior/exterior renovations for clients across healthcare, education, and housing sectors. Ryan’s portfolio includes Paragon Mill Apartments, Pearl-Elm Municipal Garage, Lifespan – RI Hospital Davol Building, and the Massport Authority-Wide Escalator Modernization project at Logan Airport. He holds an OSHA 30 certification, a Massachusetts Hoisting Engineer License, and a TELEHA-RI Construction Forklift certification.

Jonathan Heon brings over 25 years of construction experience and a strong track record of delivering projects on time, within budget, and to exacting standards. Since joining TRAC Builders in 2020, he has successfully managed a variety of multimillion-dollar projects, including the MVCMA Tabernacle Roof Replacement in Oak Bluffs. Jonathan collaborates closely with architects, engineers, and subcontractors to ensure seamless execution and client satisfaction. He holds an unrestricted Massachusetts Construction Supervisor license and OSHA 30 certification, and is Procore certified as a Superintendent.

As a Superintendent at TRAC Builders, Nelson Cabral brings over 20 years of hands-on construction and leadership experience. Before joining TRAC, he successfully owned and operated Destiny Construction LLC for nearly two decades, specializing in framing and general contracting. He later served as a Project Manager at Greenwich Bay Homes, where he led residential construction efforts with a focus on planning, scheduling, and quality control. Nelson is highly skilled in field coordination, safety compliance, and construction planning, making him a valuable asset to TRAC’s growing field team.

Marcilio Silva is a Superintendent at TRAC Builders, bringing over 20 years of experience overseeing large-scale commercial, institutional, and residential construction projects throughout New England. Known for maintaining organized, efficient, and safe job sites, Marcilio has a strong track record of delivering high-quality work while keeping schedules and key milestones on track. Throughout his career, he has led complex field operations by coordinating subcontractors and vendors, ensuring safety compliance, and collaborating closely with architects, engineers, owners, and local authorities to proactively solve challenges and maintain steady progress on site. His experience includes multi-family residential construction, public safety facilities, and higher education projects, with past work supporting institutions such as MIT, Northeastern University, Brown University, UMass, and Beth Israel Hospital.

Anthony Hinojos joined TRAC Builders in 2024 as an Assistant Superintendent. He holds a Bachelor of Science in Construction Management and a Master of Science in Project Management from Wentworth Institute of Technology. With experience at Callahan Construction Managers and Hensel Phelps Construction Company, Anthony brings strong expertise in concrete, masonry, steel, utilities, exterior improvements, and finishes. He contributes to the successful delivery of projects such as Summer Street Apartments, applying his skills to ensure quality and efficiency in the field.

Jackson Dufour joined TRAC Builders in 2024 as an Assistant Superintendent. He holds a Bachelor of Science in Construction Management from Wentworth Institute of Technology. With hands-on experience in carpentry, quality control, and project coordination from previous roles, Jackson supports the successful execution of projects like Rosebrook Commons. He is OSHA 30 certified and proficient in construction software, including Bluebeam, AutoCAD, Revit, and Primavera.
Self Performance

Joe joined TRAC Builders in 2018 and brings over 30 years of focused experience in the construction industry. He has worked on a diverse range of projects including new construction, historic renovations, interior renovations, and additions across healthcare, commercial, residential, and education sectors. Joe has contributed to notable projects such as the Pearl Elm Municipal Garage in Worcester, The WaterFire Arts Center and Crossroads Family Housing in Providence, Olney Village Apartments, and the Attleboro Public Library. As General Foreman, he is dedicated to fostering a productive work environment to ensure projects meet their schedules and established milestones.




Administrative Support

Judy Russell has been a vital part of TRAC Builders since 1999, bringing extensive expertise in construction financial management. As Controller, she oversees the company’s financial health, managing budgeting, forecasting, cost control, and financial reporting across all projects. Judy plays a key role in ensuring projects remain within budget while analyzing financial data to identify opportunities for efficiency and improvement. She also leads the accounting department, maintaining rigorous financial controls that support TRAC’s continued growth and success.


Safety

Matthew Mozak joined TRAC Builders in 2025, bringing a strong background in occupational health and safety with over six years of progressive experience in utility and construction safety supervision. Holding a Bachelor’s degree in Safety & Occupational Health Applied Sciences from Keene State College, Matthew is certified in multiple OSHA standards and safety management systems. At TRAC, he focuses on enforcing safety regulations, conducting thorough site audits, leading safety training, and fostering a culture of proactive risk management to ensure a safe work environment for all employees.
Marketing & Business Development

Sarah Warren joined TRAC Builders in 2025, bringing extensive experience in marketing, special projects, and event coordination across diverse industries. With a strong passion for design, communications, and community outreach, Sarah excels at creating impactful brand strategies, managing digital content, and enhancing client engagement. Her background includes coordinating successful industry events, optimizing CRM systems, and managing proposal writing and submission processes. She is dedicated to fostering a positive company image while supporting internal teams and building meaningful community connections. Sarah is a member of Preservation Massachusetts, the Society of Marketing Professional Services (SMPS), and the National Association of Women in Construction.
